Can you test maps on a local server?

Hey, I'm working on my first surf map right now, and I was wondering if there's a way to test surf maps in a local server (typing "map map_name" in console), or if I have to use an external server when testing.
I noticed that there isn't a console command for air accel in TF2 (unlike other source games), so this leads me to believe you need an external server, but I wanted to make sure before I got one through whatever means.

Join any surf server (resurfed as an example) then use the command "map map_name" in console.
The local server created will keep resurfed settings except for bhopping which is an external plugin.

We actually have a test server for ReSurfed. Make an account at http://uploader.resurfed.xyz/ and come into discord so i can enable your account. Some more information can be found at http://testserver.resurfed.xyz/

It has the ReSurfed timer and bhop plugins and all that jazz.
